I guess, but a rather creepy one, in a lot of ways. Plus his actual agenda is questionable. He stated at one point he would LIKE for youkai and humans to live in harmony, but that it's impossible, so now he's... trying to take over with youkai, and subjugate humans? Or was the first idea just a lie to cover up his REAL agenda? Kinda have to wonder...
